PAYNE <br /> DEPUTY DIRECTOR <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> PILOT RECYCLING PROGRAM AT COUNTY DISPOSAL SITES <br /> (ALL SUPERVISORIAL DISTRICTS) <br /> STAFF REPORT: APRIL 18 , 1990 <br /> SUMMARY: <br /> Instituting a wood recycling program at the Harney Lane Landfill <br /> has the potential to extend the life of the landfill, to help <br /> meet AB 939 waste diversion requirements and to conserve valuable <br /> resources . The proposed pilot program would determine the <br /> feasibility and costs involved with establishing a permanent wood <br /> waste and other material recycling programs . <br /> IT IS RECOMMENDED: <br /> That a pilot program be established at County disposal sites to <br /> study the feasibility of separation of wood waste to be processed <br /> off site for sale as boiler fuel, and to investigate the <br /> feasibility of recycling other materials . <br /> REASONS FOR RECOMMENDATION: <br /> An ongoing goal of the Department of Public Works is to operate <br /> County disposal sites in a manner which both preserves our <br /> natural resources and the quality of life enjoyed by the citizens <br /> of San Joaquin County. To that end , a 1989-90 objective of the <br /> Department ' s Solid Waste Division is to establish a Countywide <br /> recycling program. <br /> In addition to the pursuit of the above goal, there are several <br /> other reasons for establishing a comprehensive Countywide <br /> recycling program. <br /> First, Assembly Bill 939 , the Integrated waste Management Act of <br /> 1989 , which took effect in January of this year, requires a <br /> significant decrease in the disposal of solid waste in landfills . <br /> As that legislation is currently interpreted, incineration <br /> cannot be counted as part of the 25% waste stream reduction <br /> required by 1995, and can only make up 10% of the 50% reduction <br /> to V— accc,<<plis leu uy Lila year 2000 . However, it would be <br /> beneficial to get the program operational as soon as possible to <br /> determine the available volume of wood wastes, to establish <br />
