Staff Report -2- <br /> PILOT RECYCLING PROGRAM <br /> AT COUNTY DISPOSAL SITES <br /> agreements with wood chipping operations and to take advantage <br /> of the current favorable markets for wood wastes as fuel . It <br /> may be possible that regulations will change to allow a <br /> jurisdiction to count such program toward the 25% waste reduction <br /> goal . Through this kind of recycling, waste wood is replacing <br /> and thus conserving virgin wood and fossil fuels. Additionally, <br /> other types of materials will be recycled (metals, white goods, <br /> etc. ) as we develop markets . This will give us valuable <br /> experience which will help us in planning and meeting our AB 939 <br /> goals . <br /> Second, landfill space at the Harney Lane Sanitary Landfill is <br /> running out and the permitting process for the new North County <br /> Landfill has not been completed . Any programs which extend the <br /> life of the landfill will help prevent or delay interim use of <br /> the Foothill Landfill, which would involve increased <br /> transportation costs . <br /> This project will serve as a prototype for other recycling <br /> operations which can be conducted at County landfills and at the <br /> Lovelace Transfer Station. <br /> DESCRIPTION OF PROJECT: <br /> The proposed project would last for a six-month period and <br /> involves establishing a separate unloading area at the Harney <br /> Lane Landfill for separation and storage of wood waste. vehicles <br /> with significant amounts of wood waste would be directed to the <br /> wood waste area for unloading the wood waste. A worker will <br /> supervise the unloading to prevent dumping of non-applicable <br /> materials . The vehicles would then be directed to the <br /> appropriate area to unload the remaining waste. <br /> Additionally, Alternate work Program (AWP) participants will be <br /> utilized at the landfill working face to pull wood waste from the <br /> waste stream before the waste is compacted. The wood will be <br /> transported to the wood stockpile by landfill equipment. <br /> As the wood accumulates , a dozer will periodically run over the <br /> stockpile to break up larger pieces and reduce overall volume. <br /> As necessary, the wood could be loaded into vehicles and <br /> transported to a chipping operation, or an alternative would be <br /> to accumulate a sufficient quantity of wood and contract with a <br /> wood processor to bring in a portable wood chipper to process the <br /> wood on site. There currently appears to be wood processors <br /> willing co accept wood collected under either alternative. <br /> This program will require assigning and training an employee to <br /> oversee the recycling operation, and to supervise and train <br />
