Staff Report -3- <br /> PILOT RECYCLING PROGRAM <br /> AT COUNTY DISPOSAL SITE, <br /> temporary and AWP workers assigned to this operation. The <br /> employee could also supervise AWP workers assigned to other <br /> landfill duties . The success of the program depends largely on <br /> the individual assigned to oversee the recycling program. <br /> Therefore, it is recommended that a current full-time County <br /> employee, a Refuse Worker II , be assigned to this duty, and that <br /> the employee' s current duties be performed by a temporary <br /> employee. <br /> As the project progresses, additional materials can be pulled <br /> from the waste stream as markets are developed by the Solid Waste <br /> Division. One of the Division' s Management Analysts will <br /> actively monitor the recycling markets so that our recycling <br /> efforts can be geared accordingly. <br /> FISCAL IMPACT: <br /> Most of the labor for the pilot program would be supplied by AWP <br /> participants . The estimated cost of the program is as follows : <br /> 1 . Out-of-class pay for Refuse Worker II <br /> assigned to supervise the program . . . . . . . . . . . . . . $ 500 . 00 <br /> 2 . ( 1 ) Temporary employee <br /> 1 , 040 hours x $9 . 20/hour . . . . . . . . . . . . . . . . . . . $9 , 568 . 00 <br /> 3 . Handling costs - unknown at this time. A record-keeping <br /> system will be developed to determine handling costs <br /> throughout the period of the pilot project. Associated <br /> handling costs are expected to be offset from revenues <br /> derived from the sale of wood and other recyclable materials . <br /> Fiscal benefits to the County include: <br /> 1 . Savings on landfill space which includes all the costs <br /> related to landfill usage. <br /> 2 . Avoidance of State surcharges for waste that is not <br /> landfilled . <br /> 3 .
