Box 1810 <br /> Stockton, CA 95201 <br /> SUBJECT: Closure/postclosure maintenance plans for Harney Lane <br /> Sanitary Landfill, Facility No. 39-AA-0003 <br /> Dear Mr. Rodriquez: <br /> This letter is to remind you of the closure/postclosure <br /> requirements for the above facility. As stated in a letter from <br /> the California Integrated Waste Management Board (Board) dated May <br /> 31, 1990, your closure plan was due on July 1, 1990. As of August <br /> 27, 1990, a plan has not been received. The Board received your <br /> letter of August 8, 1990, requesting an extension to submit plans <br /> for the Harney Lane Landfill on January 1, 1991. The Board does not <br /> have authority to extend statutory deadlines, therefore, the <br /> request is denied. <br /> You must submit five copies of the plans to the Board, and two <br /> copies each to the local enforcement agency, and regional water <br /> board. If you do not have an approved closure plan by July 1, <br /> 1991, you must cease operation. <br /> The following list highlights the closure/postclosure submittal <br /> requirements: <br /> 1) The closure and postclosure maintenance plans must be prepared <br /> by a registered civil engineer or certified engineering <br /> geologist. <br /> 2) The closure and postclosure maintenance plans must demonstrate <br /> how the landfill will comply with the regulations contained <br /> in Title 14, California Code of Regulations (CCR) , Chapter 3, <br /> Article 7.8; 14 CCR, Chapter 5, Articles 3 .4 and 3.5, and 23 <br /> CCR, Subchapter 15. The plans must also comply with any <br /> additional applicable conditions of the Solid Waste Facilities <br /> Permit or Waste Discharge Requirements; and conform with any <br /> other applicable federal, state and local requirements. <br /> 3) All maps and drawings must be submitted as standard size (2411 <br /> x 3611) and include translucent reproducibles. <br />
