Leachate control must be in accordance with 14 CCR 17781, <br /> and include quarterly monitoring for quantity and quality <br /> using the chemical paramaters listed in Appendix 1 of <br /> 14 CCR, Article 7.8, pursuant to 14 CCR 17781(c) and (d) . <br /> 2 . The contents of the postclosure maintenance plan must be in <br /> accordance with 14 CCR 18265.3 and include a general <br /> description of the methods, procedures and processes that <br /> will be used to maintain, monitor, and inspect the facility <br /> including programs for leachate monitoring and control. <br /> 3. The cost estimates for closure are submitted pursuant to 14 <br /> CCR 18263 (b) , and must be adjusted to reflect the above <br /> items and include itemized costs for the following: <br /> a) gas monitoring system installation; and <br /> b) leachate monitoring and control measures. <br /> 4 . The cost estimates for postclosure maintenance are° submitted <br /> pursuant to 14 CCR 18266(b) , and must be adjusted to reflect <br /> the above items and include itemized costs for the <br /> following: <br /> a) annual gas monitoring and control; <br /> b) annual monitoring of vadose zone:; and <br /> c) annual monitoring of leachate. <br /> 5. A detailed schedule for disbursement of funds for closure <br /> from the enterprise fund in accordance with 14 CCR <br /> 18262. 3 (a) (7) . <br /> Closure and postclosure maintenance of this landfill is subject <br /> to environmental review under the California Environmental ; <br /> Quality Act (CEQA) . A notice of determination by the lead agency <br /> for this project (usually the LEA) is required prior to approval <br /> by the Board. Please submit any documents that have been <br /> prepared to comply with CEQA that address any significant <br /> environmental impacts and mitigation measures associated with <br /> closure and postclosure maintenance of this facility. <br /> Please inform the Board within the next two weeks, in writing, <br /> when you will re-submit your closure and postclosure maintenance <br /> plans. <br /> If you have any questions concerning the plans or cost estimates, <br /> please contact Michele Marconie at (916) 327-9340.
