0 •
x
17867(a)(9) - Fire Prevention, Protection and Control
Comments: A small section of a finished compost pile was smoldering during this inspection.
A. The operator shall provide fire prevention, protection and control measures, including, but not limited to,
temperature monitoring of windrows and piles, adequate water supply for fire suppression, and the isolation of
potential ignition sources from combustible materials. Firelanes shall be provided to allow fire control equipment
access to all operation areas.
B. Monitor piles regularly for smoldering. Water and turn piles as needed to reduce internal temperature. If pile
temperature meets or exceeds 170F, then immediate action must be taken to cool down the material.
C. The smoldering section of finished compost was broken up during the inspection.
Inspection Report Comments:
Notes:
1.) Facility halted screening of material on 4/28/17 due to high winds.
2.) Temperature range of overs piles was between 130F and 160F. Temperature range of windrows was between 148F
and 152F. Temperature range of finished compost was between 131 F to 160F. Temperature range of finished product
was between 111 F to 130F. Temperature range of green waste pile was 97F. Temperature range of ground waste piles
was between 130F and 168F.
3.) Facility is now recording temperatures of all piles of material on site. The row numbers on site are still not
corresponding with row numbers in the temperature log. This is mainly an issue for rows 17 and higher.
4.) Fly population was light.
5.) Odors on site were light.
6.) A complaint inspection regarding odors was conducted on 4/27/17 at the facility. No abnormal odors were detected
during the investigation.
SN NED
CalRecycle Solid Waste Information System (SWIS) 2 of 2
