Composting Materials Handling Operation and Facility Inspection Report (93) <br />Enforcement Agency: County of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE (PRC) AND TITLE 1d AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br />No Violations or Areas of Concern <br />V <br />A <br />Regulations <br />x <br />PRC 44014(b) - Operator Complies with Terms & Conditions <br />Comments: Facility is storing more than 100,000 cubic yards of material on site. Piles of material on site exceed <br />250' in length. <br />A. Facility must comply with design parameters and LEA conditions specified in the solid waste facility permit. <br />B. Facility is permitted to operate over an area of 20 acres with a maximum of 100,000 cubic yards of material on <br />site. Stockpiles on site shall not exceed 25' in height, 150' in width, and 250' in length. <br />C. Facility must reduce the amount of material on site to 100,000 cubic yards or below and alter piles on site so <br />that they are within the dimensions listed above. Although facility was deterred due to inclement weather, facility <br />has not made sufficient progress to warrant further extensions to resolve this issue. If this facility is not in <br />compliance by April 30, 2017, then a violation will be cited. Violations will be cited on all subsequent inspections <br />until facility is in compliance. If it is determined that the facility is not progressing in a sufficient manner, then <br />further enforcement action will result. <br />x <br />17863 -Report of Composting Site Information <br />Comments: Facility is not able to grind and place incoming green waste into windrows within 72 hours of receipt. <br />A. Facility must comply with its Report of Composting Site Information (RCSI). <br />B. According to facility RCSI, all compostable material entering the facility is to be ground and placed into <br />windrows within 72 hours of receipt. <br />C. Increase processing time of green waste to ensure material entering the site is ground and placed into <br />windrows within 72 hours of receipt. <br />x <br />17867(a)(9) - Fire Prevention, Protection and Control <br />Comments: A pile of overs had an internal temperature of 172F. <br />A. The operator shall provide fire prevention, protection and control measures, including, but not limited to, <br />temperature monitoring of windrows and piles, adequate water supply for fire suppression, and the isolation of <br />potential ignition sources from combustible materials. Firelanes shall be provided to allow fire control equipment <br />access to all operation areas. <br />B. Disband hot piles upon discovery to prevent fire from occurring. Immediate action must be taken when a pile <br />is at 170F or higher. Monitor and record temperatures of all piles of material on site.
