Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW - SOIL AND GROUNDWATER INVESTIGATION REPORT, AHERN ROAD-VERNALIS, <br /> SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted the Ahern Road-Vernalis (Site) <br /> Soil and Groundwater Investigation Report dated 29 March 2013 for the historical Tidewater Associated <br /> Oil Company (TAOC) and Old Valley Pipeline (OVP) pipelines, owned/operated by Chevron <br /> predecessors. The Site is in the unincorporated rural community of Vernalis, southern San Joaquin <br /> County. The report was prepared by Science Applications International Corporation Energy, <br /> Environment & Infrastructure, LLC (SAIC) on behalf of Chevron. <br /> The former TAOC and OVP crude oil pipelines at the Site ran along the west side of California State <br /> Highway 33 (adjacent to the west) and the Union Pacific Railroad tracks. Central Valley Regional <br /> Water Quality Control Board staff (Staff) reviewed the report for the Site and related investigation <br /> project reports completed since about 2000 on adjacent Chevron OVP/TAOC sites. <br /> SAIC's report concluded that the extent of crude oil affected soil and groundwater has been defined, <br /> on- and off-site, no further characterization is needed, and a human health risk assessment is <br /> recommended as the next step for moving this project forward. Staff has the following comments- <br /> • Staff concur that crude oil affected soil and groundwater has been adequately delineated and <br /> completion of a human health risk assessment is the next step forward for this project. <br /> • Applicable environmental screening levels, protective of groundwater and human health, need <br /> to be considered. A final determination cannot be made until a human health risk assessment, <br /> including an ecological receptor evaluation, is Submitted for consideration. <br /> By 30 September 2013, please submit the human health risk assessment.
