The US Can—Welty Road site (Site) is <br /> located at the intersection of Welty Road and California Highway 33, south of the rural community of <br /> Vernalis, San Joaquin County, California. <br /> The Site includes portions of the Highway 33 and the Union Pacific Railroad (UPRR) right-of-way <br /> (ROW) easements, and commercial/rural/agricultural properties along both sides of Highway 33. <br /> The ROWs associated with the historical Old Valley Pipeline (OVP) are on the southwest side of the <br /> highway. The historical Tidewater Associated Oil Company (TAOC) crude oil pipelines are located <br /> within the UPRR ROW. The historical TAOC and OVP pipelines are the responsibility of Chevron. <br /> Two active refined petroleum hydrocarbon product pipelines are within the UPRR easement ROW. <br /> Based on results of several soil and groundwater investigations, Central Valley Regional Water <br /> Quality Control Board (Central Valley Water Board) staff concurred in an April 2011 letter to <br /> Chevron, that crude oil affected soil and groundwater had been delineated. Chevron submitted a <br /> request for No Further Action Required (NFAR) report dated 24 September 2013. <br /> The onsite areas of affected soil and groundwater are depicted on the enclosed Site Plan. Crude oil <br /> affected groundwater extends downgradient, northeast to adjacent properties. The offsite properties <br /> are being investigated separately as the Ahern Road-Vernalis project with regulatory oversight <br /> provided by Central Valley Water Board staff. Additionally, the affected area on the south of the Site <br /> overlaps with the Vernalis Pump Station project, also with regulatory oversight provided by Central <br /> Valley Water Board staff. <br /> Pursuant to California State Water Resources Control Board (State Water Board) guidance, the <br /> Central Valley Water Board requires that parties in the vicinity of the Site be provided an opportunity <br /> to participate in the closure process. According to San Joaquin County Clerk records, the <br /> referenced properties with associated Assessor Parcel Numbers (APNs), described on <br /> accompanying Table 1 provided by Chevron, overlie crude oil affected soil/groundwater or are within <br /> 200-feet of the approximate outline of the affected soil and/or groundwater. You have been identified <br /> as a property owner or representative of a firm/company that is owner of record for the parcel(s) <br /> indicated on the enclosed Table 1. <br /> Please review the enclosed Fact Sheet that summarizes the Site conditions as determined by the <br /> site investigation and characterization findings. State Water Board guidance establishes a 20- to 30- <br /> day review period for property owners, and/or persons identified in the offsite property owner survey, <br /> and/or other interested parties, to provide comment.
