OBSERVATION: Six 55-gallon drums of ethanol and gasoline mixture(UN3475)and seven 55-gallon drums of gasoline(UN1203)were found on site, near the north side of the race track,that have not been reported to CERS. According to Tony Noceti, Owner, he orders the drums of gasoline from Paul Oil out of Oakdale, CA when race car owners request Tony to have drums of gasoline on-site for an upcoming race car event.Tony stated that Paul Oil typically delivers the gasoline on the Friday before the race event and picks up the gasoline by the Monday after the race event is over. REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the facility's business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for approval. This is a Class II violation. 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. OBSERVATION:A site map was not completed and submitted as part of the business plan. REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the map and label as"NA". CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a Class II violation. 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. OBSERVATION: The emergency response(ER)procedures were lacking. REGULATION GUIDANCE:A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to,the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD) -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment -evacuation plans and procedures, including immediate notice,for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
