GEO-PHASE <br /> ENVIRONMENTAL <br /> WORK PLAN <br /> SITE SAMPLING <br /> West Weber Redevelopment Site <br /> Stockton, California <br /> (Site No. 101878) <br /> January 15,2008 <br /> GPE Project No.536.2 <br /> 1.0 INTRODUCTION <br /> As defined by California Health and Safety Code, Division 20, Section 25319.5, a <br /> Preliminary Endangerment Assessment (PEA) is "an activity which is performed to <br /> determine whether current or past waste management practices have resulted in the release <br /> of hazardous substance which pose a threat to public health or the environment". This Site <br /> Sampling Plan describes sampling activities intended to gather sufficient data to prepare a <br /> PEA. <br /> The following sub-sections describe the subject site, its setting, use, history, and outlines the <br /> potential problem. <br /> 1.1 Site Setting and Description <br /> The site consists of several parcels situated on the peninsula formed between the Stockton <br /> Deep Water Ship Channel and Old Mormon Slough. Much of the site is currently vacant but <br /> there is a cold storage facility, a truck towing business, and a fruit packing operation on the <br /> site. Past uses have consisted primarily of food packing and warehousing, and as a bulk fuel <br /> distribution facility. Rail spurs have been used to provide heavy transportation access to the <br /> business. Past Phase I investigations summarized in our previous report entitled Initial <br /> Assessment, have identified several areas of environmental concern that warrant additional <br /> investigation and a health risk assessment(HRA). <br /> The following table summarizes the current parcels that are included in the site as well as <br /> adjacent parcels that may ultimately be included in the W.
