Anything in excess of these costs should be held in a trust fund <br /> for remediation of the groundwater pollution problem. The difference between a sale by San Joaquin <br /> County and a sale by GGFF would be that a sale by the County would result in more money for the <br /> protection of San Joaquin County groundwater. A sale by GGFF would result in more money for GGFF <br /> which no longer operates in the State of California. The Regional Board would be willing to discuss a <br /> waiver of liability for future purchasers of the site. <br /> Currently, GGFF has offered to sell the property under terms which appear to be far less favorable than <br /> those which could apply should the County foreclose on the property. We are not inclined to accept <br /> such a proposal from GGFF if there is a much better alternative, particularly one in which the proceeds <br /> of the sale remain in San Joaquin County rather than being exported to Canada. Your response will <br /> provide assistance in our decision regarding the current porposal by GGFF. <br /> We would like to meet with you to discuss this proposal. Both CB Commercial and the potential buyer <br /> would like to get a response from the Regional Board as soon as possible. In order to do that we would <br /> like to give the Regional Board as much information as possible regarding the possibilities.
