CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-703 <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> GOEHRING MEAT, INC. <br /> NEWCO ACQUISITION SUB, INC. <br /> GOLDEN GATE FRESH FOODS, INC. <br /> dba VICTOR FINE FOODS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. In 1961 , Goehring Meat, Inc. (Goehring) began operation of a meat <br /> processing facility. In 1988, Goehring Meat, Inc. was sold to Newco <br /> Acquisition Sub, Inc. which took ownership and control of all <br /> operations at the facility. <br /> 2. Newco Acquisition Sub, Inc. (Newco) , a California corporation and a <br /> subsidiary of Fletcher's Fine Foods Limited of Vancouver, British <br /> Columbia, purchased the property and operated the meat processing <br /> facility from October 1988 to January 1989. <br /> 3. In January 1989, Newco Acquisition Sub, Inc. formally changed its <br /> name to Golden Gate Fresh Foods, Inc. (Golden Gate) , dba Victor Fine <br /> Foods, and operated the meat processing facility from January 1989 to <br /> the present. <br /> 4. Since 1961 , Goehring Meat, Newco, and Golden Gate owned and operated <br /> a meat processing facility at 18846 North Highway 99, approximately <br /> one mile north of downtown Lodi , San Joaquin County. The site, <br /> Assessor' s Parcel Nos. 017-090-33, -35, -41 , 017-090-046, covers <br /> about 80 acres. <br /> 5. Goehring Meat, Inc. ; Newco Acquisition Sub, Inc. ; and Golden Gate <br /> Fresh Foods, Inc. dba Victor Fine Foods are hereafter referred to as <br /> Discharger. <br /> 6. Past wastewater disposal practices have caused ground water <br /> pollution. Plume migration continues to threaten domestic and <br /> agricultural water supplies. <br /> 7. Soils onsite are alluvial with layers of clays, silts and sands of <br /> moderate permeability providing hydraulic continuity with the ground <br /> water. <br /> 8. Beneficial uses of ground water are domestic, municipal , industrial <br /> and agricultural supply. Background TDS levels have been detected up <br /> to 300 mg/l . <br /> 9. The Discharger has processed and packaged meat products at the <br /> facility. Process wastewater and brine wastes have been discharged <br />
