2.0 Background <br /> The Lathrop Dehydrator Station is located along the north side of Undine Road, 200 feet <br /> west of the intersection of Undine and Willow Glen Roads,and approximately 6 miles <br /> northeast of City of Tracy,in San Joaquin County,California(Figure 1).The terrain in the <br /> vicinity of the Site is relatively flat with an approximate elevation of 10 feet above mean sea <br /> level.The approximately 0.3-acre Site is trapezoidal in shape,approximately 100 feet wide, <br /> 90 feet long on the western boundary, and 200 feet long on the eastern boundary.The Site is <br /> surrounded by a chain-link fence. <br /> Properties to the north, south (of Undine Road),and west of the dehydrator station are used <br /> for farmland and orchards.The Middle River,located approximately 1,200 feet west of the <br /> Site,is the nearest surface water body. <br /> The station property had been used by PG&E for odorizing and dehydrating natural gas <br /> since the 1960s. Prior to the recent remedial activities,the Site equipment included a <br /> production fluids tank,odorant storage tank,odorizer equipment,and a contactor tower <br /> (Figure 2).The Site had also contained a reboiler unit until 1989 and still included the former <br /> reboiler pad and surrounding berm. <br /> Remedial activities at the Site consisted of the following major tasks: <br /> • Abandonment of wells MW-1,MW-9 and MW-10 <br /> • Site preparation,equipment mobilization,and demolition and removal of production <br /> equipment(contactor tower and production fluids tank) <br /> • Excavation of soil containing total petroleum hydrocarbons (TPH) and/or lead,and <br /> transportation of soil off-site to approved permitted disposal facilities <br /> • Verification sampling of the excavation area <br /> • Excavation backfilling and general Site restoration <br /> Applicable well abandonment,excavation,and grading permits were obtained from San <br /> Joaquin County prior to commencing field activities.Copies of these permits are included in <br /> Appendix A. <br /> 2.1 Project Roles and Responsibilities <br /> CH2M HILL,Inc. (CH2M HILL) and CH2M HILL Constructors,Inc. (CCI)were responsible <br /> for implementing the remedial field activities.CH2M HILL personnel included design <br /> engineers and a project manager.CCI personnel included a construction project manager, <br /> an on-site construction superintendent,and a site safety officer. <br /> SFOILATHROPCOMPLETIONREPORT 12-1-04.DOC 2 <br />
