ERM-West, Inc.
D 1LL( 1777 Botelho Drive
AApril 27 1995 suite 260
p Walnut Creek, CA 94596
4 P R 2 8 1995 (510)946-0455
(510)946-9968(Fax)
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. Harlin Knoll
San Joaquin County Public Health Services
Environmental Health Division
445 N. San Joaquin
Stockton, CA 95201
SUBJECT: Soil Sampling, Hunter Container
Corporation ERM
Dear Mr. Knoll:
ERM-West, Inc. and its affiliate, EnviroClean-West, Inc. are
applying for a permit to conduct soil sampling activities at
Hunter Container Corporation, which is located at 35275
Highway 33, at the intersection of Highway 33 and Welty Road in Vernalis,
California (San Joaquin County assessor's parcel # 25518009). The current
property owner is Mr. Norman Hunter. This investigation is being
conducted to determine the condition of the property in anticipation of a
business acquisition and property lease transaction with U.S. Can which is
expected to close during the week of May 1-5, 1995. This investigation needs
to be conducted as soon as possible to determine baseline conditions prior to
U.S. Can's anticipated business activities at the site. We would like to
perform these sampling activities on April 2, 1995, if possible.
ERM/EnviroClean intend to collect up to 10 soil samples by hand auguring to
a depth of 10 ft. or less. PID analysis for Volatile Organic Compounds (VOCs)
will be conducted in accordance to the ERM site health and safety plan, which
requires a PID analysis for total organic compound concentrations at least
every 30 minutes in the worker's breathing zones while workers are in the
area of the soil sampling activities. The exact number of soil borings will
depend on the PID readings and observation of site soil conditions; however,
no more than 10 soil borings will be conducted. Three locations at the site,
designated as S-4, S-5, and S-6 on the attached map, have been selected for
these sampling activities. S-4 and S-5 are situated adjacent to a chemical
storage shed. S-6 is near the condensate line discharge point for the main
manufacturing plant building. ERM / EnviroClean intend to backfill and seal
the sampling holes with neat cement after removing the soil samples, unless
otherwise directed by San Joaquin County. We do not anticipate penetration
of the groundwater table, nor do we anticipate any impact upon the septic
system or drinking water well located at the site, as indicated on the attached
site map.
A member of the Environmental
Resources Management Group
