Box 1810 <br /> ss <br /> Stockton, CA 95201 <br /> NOTICE OF NON-COMPLIANCE <br /> NORTH COUNTYRECYCLING CENTER AND SANITARYLANDFILL AND HARNEYLANE <br /> LANDFILL, SANJOAQUIN COUNTY <br /> Regional Board staff inspected the North County Sanitary Landfill and Harney Lane Landfill on <br /> 27 February 2004. The inspection was performed one day after a 2-day storm event. During the <br /> inspection, major erosional problems were found at the North County and Harney Lane Landfill sites. <br /> This is a violation of Title 27, California Code of Regulations (Title 27) Section §20365. Precipitation <br /> and Erosion Controls. <br /> North County Landfill <br /> Multiple areas of erosion at the base of the north slope of the North County Landfill were evident. <br /> Erosion of the cover also occurred on the northeast slope around the drain pipe from the top deck and <br /> down the slope. Workers were in the field working on the north side. Ponding was also occurring on <br /> the top deck. See attached photo log. <br /> In the future, please ensure that Regional Board staff are informed of erosional problems pursuant to <br /> Waste Discharge Requirements Order No. R5-2002-0219 which states, "The Discharger shall <br /> immediately notify the Board of any flooding, unpermitted discharge of waste off-site, equipment <br /> failure, slope failure, or other change in site conditions that could impair the integrity of waste or <br /> leachate containment facilities or precipitation and drainage control structures." <br /> Erosion problems on the north face of the North County Landfill is an on-going slope stability issue. In <br /> order to prevent these catostrophic events in the future, we require the County submit a slope stability <br /> report and precipitation and erosion control design work plan by 1 June 2004,which includes a <br /> construction schedule to permanently stabilize the north face slope of North County. Construction must <br /> be completed by October 2004. In the mean time, please ensure that repairs are done to the north face <br /> forthwith.
