Michael Carroll - 2 - <br /> North <br /> 2 -North County Sanitary Landfill & <br /> Harney Lane Landfill <br /> San Joaquin County <br /> Harney Lane Landfill <br /> Harney Lane Landfill had several areas with erosional features on the west side of the newly regraded <br /> site. The final cover was eroded away beneath a drain pipe through the final cover system. WDRs <br /> Order No. 96-139 states, "Precipitation and drainage control systems shall be designed, constructed, and <br /> operated to prevent inundation or washout due to floods with 100-year return period. Landfill related <br /> containment structures shall be constructed and maintained to prevent, to the greatest extent possible, <br /> ponding, infiltration, inundation, erosion, slope failure, washout, and overtopping under 100-year, 24- <br /> hour precipitation conditions." <br /> The County is required mitigate the erosion areas to prevent rainwater from percolating into the waste <br /> and creating leachate.
