Michael Carroll - 2 -
North
2 -North County Sanitary Landfill &
Harney Lane Landfill
San Joaquin County
Harney Lane Landfill
Harney Lane Landfill had several areas with erosional features on the west side of the newly regraded
site. The final cover was eroded away beneath a drain pipe through the final cover system. WDRs
Order No. 96-139 states, "Precipitation and drainage control systems shall be designed, constructed, and
operated to prevent inundation or washout due to floods with 100-year return period. Landfill related
containment structures shall be constructed and maintained to prevent, to the greatest extent possible,
ponding, infiltration, inundation, erosion, slope failure, washout, and overtopping under 100-year, 24-
hour precipitation conditions."
The County is required mitigate the erosion areas to prevent rainwater from percolating into the waste
and creating leachate. Please notify the Board, in writing, as soon as these areas of concern are repaired.
The report should include a photo journal of the repairs.
If you have any questions, please contact me at 916-464-4737.
KIM A.
