Submittal of the <br /> reports complies with Waste Discharge Requirements (WDRs) Order No. 96-139 for semiannual <br /> monitoring and reporting. The documents are found to be complete although we have one minor <br /> comment. <br /> The 22 August 2003 report does not mention the increasing concentrations of chloride in the impacted <br /> well MW-2. The 2nd Quarter 2003 result was 21 mg/L. Chloride concentrations have been fluctuating <br /> over time, but maintain a level below the Water Quality Protection Standard of 27 mg/L as established in <br /> WDRs. Please continue to discuss the chloride issue with each Corrective Action(CA) Measure Report <br /> as well as the concentrations of constituents of concern at MW-4, downgradient from the sewage ponds <br /> at the Migrant Worker Camp. Tetrachloroethene and dichlorodifluoromethane continue to be detected in <br /> MW-2. <br /> According to the report, the effectiveness of the Landfill Gas System is indicated by the reduction of <br /> VOC detections in samples taken from MW-2, as well as the noticeable decrease in both the total BTU <br /> collection rate and methane content of LFG at the flare station since operation began. <br /> We concur with your request to include the CA report in the quarterly groundwater monitoring reports. <br /> Please include a statement in the transmittal letter and include a separate section in the report. <br /> Furthermore,please include the Table III Concentration Limits from the WDRs for reference and the <br /> analytical method and detection limits for tetrachloroethene and dichlorodifluoromethane. <br /> If you have any questions,please contact me at 916-464-4737. <br /> KIM A.
