Box 388 <br /> Stockton, CA 95202--0388 <br /> HARNEY LANE SANITARY LANDFILL—SWIS#39-AA-0003 <br /> Dear Mr. McClellon: <br /> California Integrated Waste Management Board(CIWMB) staff along with the staff of the San Joaquin <br /> County Local Enforcement Agency(LEA) conducted a site visit at the Harney Lane Landfill on Friday, <br /> August 20, 2004. Staff conducted landfill gas monitoring from the compliance probes as well as <br /> inspecting the site for signs of erosion problems, drainage issues, etc. <br /> Based on the observations made during our site visit,the site is currently in violation of Title 27 of the <br /> California Code of Regulations regarding landfill gas migration. Landfill gas at concentrations greater <br /> than 5%methane by volume was detected at the monitoring probes GW 1 and GW3. CIWMB is very <br /> concerned regarding the concentrations detected because there are occupied homes within very close <br /> proximity of the landfill permitted boundary and the waste foot print. The operator shall immediately <br /> correct this problem and prevent landfill gas from migrating offsite so to protect the health and safety of <br /> the public and the environment. <br /> CIWMB staff also noted a number of cracks on the surface of the landfill. This was more evident in the <br /> area of the recent fire that had burnt the grass. Due to the long grass on the fill surface, it was difficult <br /> to see all of the cracks; however walking on the surface even in the areas where there was grass, staff <br /> noted cracks of the cover. The cracks if not corrected would allow water to infiltrate into the fill which <br /> may contribute to higher gas and leachate generation. The operator should first mow the grass to locate <br /> all areas where there are cracks and then correct them. CIWMB staff also noted areas where water may <br /> have an opportunity to pond due to poor grading. These areas on the fill surface should be graded to <br /> assure water will not pond and that water will move laterally and not into the fill. Furthermore, we <br /> noted a number of owl housings attached to columns that had been installed on the surface of the landfill <br /> by penetrating the cover.
