Mr.McClellon
August 25,2004
well as the California Regional Water Quality Control Board. We also noted a house that appeared to
have been built within the past year on the parcel adjacent to the landfill. Though CIWMB (and LEA)
jurisdiction extends only to landfill permitted boundary, staff are concerned with gas migration from the ,
site and into the adjacent parcel. Staff had recommended previously that any structure on the adjacent
parcel located within 1,000 feet of the landfill footprint should meet standards outlined in 27 CCR,
§21190,post closure land use.
Please note that a number of gas monitoring probes were missing identifications. In addition several
valves were defective in that the valve would easily separate from the probe, thus not having a tight
fitting as required. All defective gas monitoring probes shall be corrected immediately. Due to the high
concentrations of landfill gas detected, CIWMB staff suggest that the operator increase the landfill gas
monitoring frequency to weekly until such time that gas concentrations are brought under control and
within the regulatory limits. The result of our gas monitoring is included in the following table:
Probe# CH4 % CO2 % 02
GWl ------------ -------------- -------------
Dee 8.1 21.0 1.2
Intermediate 33.2 29.6 0
Shallow 0.4 2.4 17.7
GW2 --------------- --------------- ---------------
Deep,
--------------
Dee ***** ***** ** *
Intermediate 0.3 18.4 0.7
Shallow 0.3 3.6 16.5
GW3 ---------------- ----------------- -----------------
Dee 7.0 13.7 0.2
Intermediate 1.2 17.0 0.7
Shallow 0 2.3 18.7
GW5 ---------------- ---------------- -------------------
Dee 0.4 15.6 6.7
Intermediate 0.3 16.7 5.5
Shallow 0.3 6.1 14.9
GW9
Deep Not able to Monitor due to Inadequate probe
Intermediate Not able to Monitor due to Inadequate probe
Shallow Not able to Monitor due to Inadequate probe
Thank you and please call Mr. Gino Yekta of my staff at(916) 341-6354 or me at(916) 341-6318 if you
have any questions.
Sincerely;
Michael B.
