The NFAR, <br /> dated 14 August 2009, was prepared by Science Applications International Corporation (SAIC) <br /> on behalf of Chevron. The Site is near the rural unincorporated community of Vernalis, east of <br /> the intersection of California State Highway 33 and Welty Road. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> reviewed the NFAR documentation and project files. Detailed comments are contained in the <br /> enclosed memorandum. In a July 2008 letter, Central Valley Water Board staff concurred that <br /> soil and groundwater affected by crude oil leaks from Chevron's adjacent historical Old Valley <br /> Pipeline (OVP) and/or the former Vernalis pump station facility has been delineated and <br /> additional characterization was not needed. The former OVP and pump station facility are <br /> being addressed separately by Chevron with regulatory oversight provided by Central Valley <br /> Water Board staff. <br /> Results of the Site investigative findings indicate that crude oil affected groundwater is limited <br /> in extent to an area near the approximate location of the former groundwater monitoring wells. <br /> According to SAIC's investigative findings, crude oil affected soil was not observed. The <br /> groundwater monitoring wells were properly destroyed in August 2008. <br /> According to SAIC's investigative findings, residual concentrations of crude oil constituents will <br /> naturally degrade with time and are not present at concentrations that would pose an <br /> unacceptable health risk for a residential scenario setting or to any ecological receptor. <br /> Review of the project files indicates the anticipated use of the Site will remain as agricultural <br /> and that other development of the Site is unlikely. <br /> California Environmental Protection Agency <br /> 4'aRecycled Paper <br />
