Michael N. Oliphant -3- 25 May 2011
Chevron
Former Vernalis Pump Station
hydrocarbons identified on the Site. Future use of Site groundwater is not anticipated due to
low yield, poor quality, and the availability of other nearby good quality water supplies.
Consequently, SAIC concluded that based on Site characterization reports and the HHSE,
conditions do not pose a health risk to future residents or to sensitive species and that a risk
management determination of no further action required could be made.
Based on my review of the historical project file documents and recent reports, the extent of
impacted soil and groundwater is limited in extent and has been adequately delineated.
Future Site and neighboring property uses will not likely change. I concur that based on the
investigative findings and the Screening Evaluation, the presence of residual petroleum
hydrocarbons in soil do not pose an unacceptable risk to potential future onsite residents
under the conditions evaluated. The Site is a candidate for closure and a no further action
determination can be provided.
Consistent with other TAOC sites, a Soil and Groundwater Management Plan (SGMP) needs
to be submitted. The SGMP designates Chevron as the responsible party and serves as a
guideline for Chevron to implement for handling soil affected by the degraded crude oil that
may be encountered during future Site activities.
