Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW - NO FURTHER ACTION REQUIRED REQUEST, FORMER VERNALIS PUMP <br /> STATION, VERNALIS, SAN JOAQUIN AND STANISLAUS COUNTIES, CA <br /> Chevron Environmental Management Company (Chevron) submitted a No Further Action <br /> Required Request (NFAR) Report, TAOC (Tidewater Associated Oil Company) Former <br /> Vernalis Pump Station, at 35500 Welty Road, Vernalis, San Joaquin and Stanislaus Counties <br /> (Site). The Report, dated 30 March 2011, was prepared for Chevron by Science Applications <br /> International Corporation — Benham Companies, LLC (SAIC). <br /> The historical Old Valley Pipelines (OVP) and the Tidewater Associated Oil Company (TAOC) <br /> crude oil pipelines are located between the east side of the Site and the Union Pacific Railroad <br /> (UPRR) railroad tracks. The historical pipelines were used by Chevron predecessors to <br /> transport crude oil from the early 1900's until the late 1960's or early 1970's. The Bay Area <br /> Products Line (owned by Chevron Pipeline Company) and the Kinder Morgan Energy <br /> Partners, LLC pipelines which carry refined petroleum products, are within the UPRR <br /> easement. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the NFAR Report and related 2002 — 2009 soil and groundwater investigation reports <br /> and a 2010 human health risk evaluation prepared for Chevron by SAIC. Earlier investigations <br /> by other consultants beginning in approximately 1995 are summarized in the more recent <br /> reports. In a December 2010 letter, Central Valley Water Board staff informed Chevron that <br /> soil and groundwater had been delineated and additional characterization was not needed. <br /> Detailed comments, provided in the enclosed memorandum, are summarized below. <br /> According to the file documents and project reports, Central Valley Water Board staff has <br /> determined that the Site and adjacent property uses are primarily agricultural, rural residences, <br /> and light commercial/industrial and not likely to change. SAIC completed a Human Health <br /> Screening Evaluation (HHSE) using a more conservative risk exposure scenario for a potential <br /> future onsite resident.
