Dean Hubbard <br /> DATE: 19 March 2004 SIGNATURE: <br /> SUBJECT: Bellini and Arcos Properties (Former Vernalis Pump Station), Welty Road, Vernalis, San - <br /> Joaquin and Stanislaus Counties <br /> BACKGROUND <br /> I have reviewed the 5 January 2004, Soil and Groundwater Investigation Report, Former Vernalis Purnp <br /> Station, Vernalis, San Joaquin and Stanislaus Counties, prepared for ChevronTexaco by Geomatrix <br /> Consultants, Inc. (Geomatrix). The site is comprised of two separate adjoining parcels that occupy the <br /> former Vernalis Pump Station property: the northern portion in San Joaquin County is the Bellini property; <br /> the southern portion in Stanislaus County is the Arcos property. Historically, the Bellini parcel was <br /> referred to as the Roberts property. Additionally, I reviewed previous soil and groundwater investigation <br /> reports conducted by Geomatrix and others on the Bellini property from 1995 to 2002. A map showing <br /> property boundaries and boring locations is attached. <br /> The Old Valley Pipeline (OVP) and pump station was formerly operated by predecessors of Chevron and <br /> Texaco (now ChevronTexaco). The pump station (primarily on the Arcos parcel) operated from <br /> approximately 1902 to 1935. The OVP was operational into the 1960's or early 1970's. Buried pipelines <br /> exited the pump station, crossing the Bellini property and reconnecting to the OVP to the north. During its <br /> operation, the OVP and pump station were used to heat and transfer crude oil from Kern County to <br /> refineries in the Bay Area. The majority of the former aboveground structures have been removed, except <br /> for a few concrete foundations on the Arcos site. <br /> A former petroleum products bulk storage facility, located adjacent to the southeast of the Arcos property <br /> previously owned/operated by Tidewater Associated Oil Company (TAOC) OHM property, is now owned <br /> by ChevronTexaco. According to information provided by ChevronTexaco, the property is vacant and no <br /> environmental investigations have been conducted on the property. <br /> Both properties are located within a rural area used for light industrial and/or agricultural activities. The <br /> Bellini site is vacant agriculture land and the Arcos site is used as a storage facility for trucking and <br /> construction equipment, an office, private residence, and one private well. A Kinder Morgan Energy <br /> Partners high-pressure petroleum products pipeline that reportedly transports gasoline,jet fuel, and diesel is <br /> located outside the northeastern property boundary within the UPRR right-of-way. <br /> California Environmental Protection Agency <br /> 11 ,.
