Scott Mansholt—CEMC <br /> Annual 2009 Groundwater Monitoring and Sampling Report April 3,2009 <br /> US Can-Welty Road Page 2 of 5 <br /> Standard Oil of California operated the former Old Valley Pipeline (OVP) from the early <br /> 1900s to the 1960s. The OVP transported crude oil from Bakersfield to the Richmond <br /> Refinery. The pipeline traversed the site, and lay generally parallel to the existing Union <br /> Pacific Railroad(UPRR)tracks and Highway 33. <br /> The former Tidewater Associated Oil Company(TAOC)pipelines lay within the UPRR <br /> right of way (ROW). The pipelines operated from the early 1900s until they were <br /> decommissioned in the 1970s. The TAOC pipelines were used to transport crude oil <br /> from the Central Valley to the San Francisco Bay Area. <br /> Kinder Morgan Energy Partners, L.P. operates an active pipeline in the ROW that <br /> transports gasoline,jet fuel, and diesel. Western Farm Service (WFS) is located directly <br /> northeast of the site across Highway 33, and has stored and distributed bulk liquid and <br /> dry fertilizers since 1969. A former gas station was also located northeast of the site. <br /> Site features are shown on Figure 2. <br /> PREVIOUS ENVIRONMENTAL ACTIVITIES <br /> Numerous soil and/or groundwater investigations were performed at the site between <br /> 1995 and the present. These investigations were performed to evaluate the lateral and <br /> vertical extent of soil and groundwater affected by petroleum hydrocarbons and also <br /> chlorinated organic compounds including tetrachloroethylene (TCE). Five groundwater <br /> monitoring wells (MW-1 through MW-5)were installed. It was determined that two <br /> commingled plumes were present in soil at the site: (1) a TCE plume caused by a surface <br /> release of cleaning solutions by Hunter Container, and(2)petroleum hydrocarbons as a <br /> result of former OVP and TAOC activity. In 1997 it was determined that TCE and other <br /> chlorinates had not affected groundwater. Subsequent investigations have focused on the <br /> delineation of the extent of petroleum hydrocarbons in soil and groundwater. <br /> Remedial activities performed at the site include the removal of approximately 30 tons of <br /> soil from a former waste/burn pit in 1996. The soil was disposed of at a Class I <br /> hazardous waste facility in Kettleman City, California. <br /> A reference list of environmental investigation reports for the site is included as <br /> Attachment A. <br /> GROUNDWATER MONITORING AND SAMPLING <br /> MONITORING <br /> Groundwater monitoring and sampling began at the site in 1999, and was conducted <br /> sporadically until 2005. Quarterly groundwater monitoring and sampling began in April <br /> 2005 at the request of the RWQCB, and was reduced from quarterly events to an annual <br /> event in August 2007 based on historical groundwater quality results. <br /> • Site Wells in the Program: MW-1, MW-2, and MW-3. All wells are flush <br /> mounted at the ground surface. MW-1 and MW-2 contain separate-phase oil <br />
