might have an adverse physical effect on the environment? <br />NARRATIVE DISCUSSION <br />Environmental Setting <br />San Joaquin County, through its Parks and Recreation Department, owns and operates <br />nine parks in the unincorporated Stockton area (City of Stockton 2018). As noted in <br />Section 3.15, Public Services, the nearest County park to the project site is Kennedy Park <br />and Community Center, on South D Street adjacent to and north of the 3009 Pock Lane <br />site. Kennedy Park is a community park approximately 17.58 acres in size. Along with a <br />community center, Kennedy Park has baseball fields, a basketball court, a swimming <br />pool, a children's playground, and picnic and barbecue facilities. The County also <br />operates a Regional Sports Complex adjacent to Stockton Metropolitan Airport, southeast <br />of the project site. This facility has a four -field softball complex and four soccer fields, <br />along with concession stands and a picnic shelter (San Joaquin County 2016a). <br />The City of Stockton, through its Community Services Department, provides park and <br />recreational services within City limits. The City owns and operates 66 parks, along with <br />accessible open space, special purpose facilities, and trails (City of Stockton 2018). The <br />nearest City Park to the project site is Reverend Holmes Park, an approximately two -acre <br />park on Ralph Avenue approximately 0.6 miles southwest of the project site. A <br />neighborhood park, Reverend Holmes Park is equipped with picnic tables, a tot lot, <br />basketball courts, and barbecue facilities. <br />Environmental Impacts and Mitigation Measures <br />a, b) Recreational Facilities. <br />The project would likely lead to an increase in demand for the use of parks and <br />recreational facilities in the area, due to the increase in local population (see Section 3.14, <br />Population and Housing). It is expected that the recreational facility that would see the <br />greatest increase in use as a result of the project would be the adjacent Kennedy Park and <br />Community Center. <br />San Joaquin County Code Chapter 9-1230 states that, as a condition of approval of a <br />tentative map, the subdivider, at the option of the County, must dedicate land, pay a fee in <br />lieu thereof, or a combination of these two options for park and recreational purposes, <br />according to the standards and formulas contained in the chapter. Three acres of parkland <br />per 1,000 people is the County standard. Land or fees shall be conveyed or paid directly <br />to the public agency that provides or will provide park and recreational services to the <br />community in which the subdivision is located. <br />The project would comply with the provisions of County Code Chapter 9-1230, which <br />would either lead to the addition of park land on the project site that satisfies County <br />standards or provide fees to pay for new recreational facilities or the improvement of <br />existing facilities.
