basins that could be used for recreational purposes. Project impacts related to recreational
facilities are considered less than significant.
3.17 TRANSPORTATION
Would the project:
a) Conflict with an applicable program, plan, ordinance or
policy addressing the circulation system, including transit,
roadway, bicycle and pedestrian facilities?
b) Conflict or be inconsistent with CEQA Guidelines Section
15064.3, subdivision (b)?
c) Substantially increase hazards to a geometric design
feature (e g., sharp curves or dangerous intersections) or
incompatible uses (e g, farm equipment)?
d) Result in inadequate emergency access?
NARRATIVE DISCUSSION
Less Than
Significant
Potentially with
Significant Mitigation
Impact Incorporated
Less Than
Significant
Impact No Impact
MA
Information for this section is provided from a Traffic Impact Study prepared for the
project by TJKM, available in Appendix G of this document. To evaluate the effects on
the transportation infrastructure due to the addition of traffic from the proposed project, a
Level of Service (LOS) analysis was conducted to determine consistency with San
Joaquin County plans and standards. A focused vehicle miles traveled (VMT) analysis of
the proposed project was conducted for CEQA purposes and is summarized in the report.
Specific methodology used to analyze traffic impacts is described in the Traffic Impact
Study in Appendix G.
Environmental Setting
Streets and Intersections
Relevant roadways in the project vicinity are discussed below and shown in Figure 3-1:
Pock Lane is a two lane, north -south minor arterial that provides direct access to
the project site. Pock Lane extends from Mariposa Road in the north to Arch
Airport Road in the south. The speed limit varies along its length, from 25 mph in
the north to 40-45 mph in the south. In the immediate project vicinity, the posted
speed limit is 35 mph, and there is insufficient shoulder width to permit parking.
Loomis Road is a short, two-lane east -west local street that extends from D Street
to Pock Lane, and then from the east edge of the 2706 Pock Lane project site to
Pock Lane Public Review Draft IS/MND 3-61 May 2022
