The Traffic Impact Study evaluated traffic conditions with the project at the seven
existing study intersections, plus two intersections that the project would create. The
study intersections and associated traffic controls are listed in Table 3-7, along with the
LOS. As with existing conditions, all but one of the study intersections would operate
within County standards during both peak hours under Existing plus Project conditions.
At the two-way stop intersection of Pock Lane & Mariposa Road, the northbound (stop
controlled) approach operates at unacceptable LOS F during the p.m. peak hour.
TABLE 3-7
EXISTING PLUS PROJECT INTERSECTION LEVEL OF SERVICE
No.'
Intersection
Control
AM Peak Hour
PM Peak Hour
LOS
Delay
sec
LOS
Delay
sec
1
Mariposa Rd. & 8h Street
Signal
C
25.4
C
38.3
2
Pock Lane & Mariposa Rd.
Two -Way Stop
C
18.1
F
50.4
3
Pock Lane & 8h Street
All -Way Stop
B
13.9
B
13.2
4
Pock Lane & Carpenter Rd.
All -Way Stop
B
12.1
B
10.5
5
Pock Lane & To ninali Rd.
All -Way Stop
B
12.9
A
9.7
6
Pock Lane & Boeing Way
All -Way Stop
C
19.6
A
9.5
7
Pock Lane & Loomis Rd.
Two -Way Stop2
B
13.4
B
13.5
8
Pock Lane & Street A
Two -Way Stop
B
11.4
B
10.7
9
1 Pock Lane & Street F/I
Two -Way Stop
B
11.0
B
10.3
' See Figure 3-1
'The Pock Lane/Loomis Road intersection would become a two-way stop -controlled intersection with the project.
Bold indicates unacceptable operational conditions.
Source: TJKM 2022.
The Traffic Impact Study stated that the addition of a northbound right -turn lane at the
Pock Lane/Mariposa Road intersection would make the project consistent with the LOS
standards set forth under the San Joaquin General Plan. While the intersection would
continue to operate at LOS E with this addition, it would reduce the delay time from
existing conditions, thereby being consistent with County standards for roads already
experiencing unacceptable LOS. The County has stated that it would require this
improvement as a condition of approval for the project.
The project would not interfere with the implementation of transportation plans and
policies regarding alternative modes of transportation, such as public transit, bicycles,
and pedestrian travel. The proposed subdivisions would install sidewalks in accordance
with County standards. Therefore, project impacts on transportation plans, ordinances
and policies are considered less than significant.
b) Conflict with CEQA Guidelines Section 15064.3(b).
Pock Lane Public Review Draft IS/MND 3-65 May 2022
