reached. Regardless of the outcome, a lead agency is still obligated under CEQA to
mitigate for any significant environmental effects, as explicitly noted in AB 52.
As part of the preparation of its report, Solano Archaeological Services contacted 13
representatives of ten tribes or rancherias:
• Northern Valley Yokuts
• Confederated Villages of Lisjan
• California Valley Miwok Tribe
• Buena Vista Rancheria of Me-Wuk Indians
• Sheep Ranch Rancheria of Me-Wuk Indians
• Chicken Ranch Rancheria of Me-Wuk Indians
• Ione Band of Miwok Indians
• Tule River Indian Tribe
• Wilton Rancheria
• Wuksache Indian Tribe/Eshom Valley Band
Contact was made with the Buena Vista Rancheria. The rancheria suggested changes to
proposed mitigation measures for impacts on cultural resources, which have been
incorporated. To date, no responses from the other contacted representatives have been
received.
Environmental Impacts and Mitigation Measures
a -i, ii) Tribal Cultural Resources.
As discussed in Section 3.5, Cultural Resources, there is no record of any prehistoric
resources within the project site, and a field survey by Solano Archaeological Services
found no indication of any such resources. At the request of Solano Archaeological
Services, the Native American Heritage Commission conducted a search of its Sacred
Lands File for records of any tribal cultural resources on the project site. The
Commission stated that the Sacred Lands File search did not indicate the presence of any
significant sites or properties within or near the project site. The Commission also
provided a list of local tribal representatives, who are listed above. As noted, contact was
made with the Buena Vista Rancheria was made. The rancheria made suggested changes
to proposed mitigation, which the County has incorporated. This satisfies AB 52
consultation requirements with the Buena Vista Rancheria.
The proposed mitigation mentioned above addresses the possibility that buried
archaeological resources may be found that could be recognized as tribal cultural
resources. Also, it is possible that human remains that are Native American in origin
could be encountered. As discussed in Section 3.5, Cultural Resources, implementation
of Mitigation Measure CULT -1 and CULT -2 would ensure proper disposition of
uncovered cultural resources, including tribal cultural resources and Native American
burials. Implementation of these measures would reduce potential impacts on tribal
cultural resources to a level that would be less than significant.
Level of Significance: Potentially significant
Pock Lane Public Review Draft IS/MND 3-69 May 2022
