trips is not anticipated, especially since actions at the federal and State level are being
taken to improve vehicle fuel economy (Congressional Research Service 2021). Also, as
discussed in Section 3.8, Greenhouse Gas Emissions, the project would have features
contributing to reductions in greenhouse gas (GHG) emissions that would concurrently
reduce fuel consumption, mainly by decreasing vehicle travel.
Overall, project construction and operations would not consume energy resources in a
manner considered wasteful, inefficient, or unnecessary. Project impacts related to energy
consumption are considered less than significant.
b) Consistency with Energy Plans.
The County does not have formal renewable energy or energy efficiency plans, but
County General Plan Policy LU -2.2 promotes an approach to designing and constructing
buildings that consume less energy, and Policy LU -6.8 encourages all employment and
industrial projects to incorporate sustainable technologies, including energy-efficient
practices. As noted in a) above, the project would be required to comply with the building
energy efficiency standards of the California Energy Code and of CALGreen, which
would be consistent with these General Plan policies. The project would have no impact
related to consistency with energy plans.
3.7 GEOLOGY AND SOILS
Would the project:
a) Directly or indirectly cause potential substantial adverse
effects, including the risk of loss, injury, or death involving:
i) Rupture of a known earthquake fault, as delineated on
the most recent Alquist-Priolo Earthquake Fault Zoning
Map issued by the State Geologist for the area or based
on other substantial evidence of a known fault? Refer to
Division of Mines and Geology Special Publication 42.
ii) Strong seismic ground shaking?
iii) Seismic -related ground failure, including
liquefaction?
iv) Landslides?
b) Result in substantial soil erosion or the loss of topsoil?
c) Be located on strata or soil that is unstable, or that would
become unstable as a result of the project, and potentially
result in on- or offsite landslide, lateral spreading,
subsidence, liquefaction or collapse?
d) Be located on expansive soil, as defined in Table 18-1-B
of the Uniform Building Code, creating substantial direct or
Less Than
Significant
Potentially with
Significant Mitigation
Impact Incorporated
Less Than
Significant
Impact No Impact
Pock Lane Public Review Draft IS/MND 3-29 May 2022
