Other mandates that would reduce GHG emissions include reducing per capita water
consumption and imposing waste management standards to reduce methane and other
GHGs from solid wastes.
As discussed in Section 3.6, Energy, the project would be subject to codes that require
energy efficiency measures, which would reduce the amount of electricity produced by
fossil fuels — a major source of GHG emissions. Also, as discussed in Section 3.6,
attainment of the targets of the Renewables Portfolio Standard would reduce the amount
of electricity generated by fossil fuels, further reducing GHG emissions from energy
sources.
Based on the information provided above, the project would be consistent with GHG
reduction plans of the State and with the County General Plan policy on mitigation of
GHG emissions. Project impacts related to consistency with GHG emission reduction
plans would be less than significant.
3.9 HAZARDS AND HAZARDOUS MATERIALS
Would the project:
a) Create a significant hazard to the public or the
environment through the routine transport, use, or disposal
of hazardous materials?
b) Create a significant hazard to the public or the
environment through reasonably foreseeable upset and
accident conditions involving the release of hazardous
materials into the environment?
c) Emit hazardous emissions or handle hazardous or acutely
hazardous materials, substances, or waste within one-quarter
mile of an existing or proposed school?
d) Be located on a site which is included on a list of
hazardous materials sites compiled pursuant to Government
Code Section 65962.5 and, as a result, would it create a
significant hazard to the public or the environment?
e) For a project located within an airport land use plan or,
where such a plan has not been adopted, within two miles of
a public airport or public -use airport, would the project result
in a safety hazard or excessive noise for people residing or
working in the project area?
f) Impair implementation of or physically interfere with an
adopted emergency response plan or emergency evacuation
plan?
g) Expose people or structures, either directly or indirectly,
to a significant risk of loss, injury or death involving
wildland fires?
Less Than
Significant
Potentially with
Significant Mitigation
Impact Incorporated
Less Than
Significant
Impact No Impact
Pock Lane Public Review Draft IS/MND 3-38 May 2022
