NARRATIVE DISCUSSION <br />Environmental Setting <br />The State of California maintains two hazardous material site databases: the EnviroStor <br />database, maintained by the Department of Toxic Substances Control; and the <br />GeoTracker database, maintained by the SWRCB. Neither database had a record of any <br />active hazardous material cases on or within one-half mile of the project site (DTSC <br />2021, SWRCB 2021). The EnviroStor database recorded a school investigation in 2001 <br />for a proposed Pock Lane Community School on 2520 Pock Lane. A preliminary <br />environmental assessment detected no contamination on the site, and no further action <br />was deemed necessary (DTSC 2021). <br />A list of solid waste disposal sites identified by SWRCB with waste constituents above <br />hazardous waste levels outside the waste management unit did not show any locations in <br />the County (CaIEPA 2021a). Likewise, a list by SWRCB containing sites under Cease <br />and Desist Orders and Cleanup and Abatement Orders showed no locations on or near the <br />project site (CaIEPA 2021b). <br />The nearest public use airport to the project site is Stockton Metropolitan Airport, <br />approximately 2.25 miles to the south. Unlike other airports in San Joaquin County, <br />Stockton Metropolitan Airport offers scheduled passenger air service, though not as <br />frequently as airports in Sacramento and the San Francisco Bay Area. An Airport Land <br />Use Compatibility Plan (ALUCP) for Stockton Metropolitan Airport was adopted by the <br />County in 2016 (Coffinan Associates 2016). The ALUCP delineated safety zones <br />surrounding the airport and identified compatible land use for each safety zone. It also <br />identified an Airport Influence Area, which identifies an area within which development <br />projects are subject to review by the County Airport Land Use Commission. SJCOG <br />functions as the County Airport Land Use Commission. <br />Wildfires are a potential hazard in many parts of San Joaquin County. High hazard areas <br />in the County for wildland fires are the grass -covered areas in the east and the southwest <br />foothills (San Joaquin County 2016a). The project site is not within these areas. Section <br />3.20, Wildfire, discusses wildfire issues in more detail. <br />Environmental Impacts and Mitigation Measures <br />a) Hazardous Materials Transportation, Use and Disposal. <br />The project proposes development of single-family residential subdivisions. Hazardous <br />materials that are likely to be used and stored on the project site would include cleaning <br />products, and pesticides, herbicides, and fertilizers for private yards. None of these <br />hazardous materials would be stored or used in large quantities. <br />Facilities that store significant amounts of hazardous materials are required to prepare a <br />Hazardous Material Business Plan that would be submitted to the County Environmental <br />Pock Lane Public Review Draft IS/MND 3-39 May 2022 <br />
