Mitigation Measures: <br />HAZ-2: Prior to the start of project construction, the developer shall prepare <br />and implement a Traffic Control Plan, which shall include such items <br />as traffic control requirements, resident notification of access closure, <br />and daily access restoration. The contractor shall specify dates and <br />times of road closures or restrictions, if any, and shall ensure that <br />adequate access will be provided for emergency vehicles. The Traffic <br />Control Plan shall be reviewed and approved by the County <br />Department of Public Works and shall be coordinated with the County <br />Sheriffs Department and the Montezuma Fire District if construction <br />will require road closures or lane restrictions. <br />Significance After Miti ag tion: Less than significant <br />g) Wildland Fire Hazards. <br />The project is in an area of mixed urban development and vacant land. As noted, high <br />hazard areas for wildland fires are the grass -covered areas in the east and the southwest <br />foothills portions of San Joaquin County, outside the City of Stockton. The project site is <br />not within these areas. Moreover, the project would replace existing vacant land with <br />residential development and pavement, thereby reducing the potential amount of area <br />subject to wildland fire. As such, the project would have no impact related to wildland <br />fire hazards. Refer to Section 3.20, Wildfire, for more detailed information on wildfires. <br />3.10 HYDROLOGY AND WATER QUALITY <br />Would the project: <br />a) Violate any water quality standards or waste discharge <br />requirements or otherwise substantially degrade surface or <br />ground water quality? <br />b) Substantially decrease groundwater supplies or interfere <br />substantially with groundwater recharge such that the project <br />may impede sustainable groundwater management of the <br />basin? <br />c) Substantially alter the existing drainage pattern of the site <br />or area, including through the alteration of the course of a <br />stream or river or through the addition of impervious <br />surfaces, in a manner which would: <br />i) Result in substantial erosion or siltation on- or offsite? <br />ii) Substantially increase the rate or amount of surface <br />runoff in a manner which would result in flooding on- or <br />offsite? <br />Less Than <br />Significant <br />Potentially with <br />Significant Mitigation <br />Impact Incorporated <br />Less Than <br />Significant <br />Impact No Impact <br />V <br />I/ <br />Pock Lane Public Review Draft IS/MND 3-43 May 2022 <br />
