Mitigation Measures:
HAZ-2: Prior to the start of project construction, the developer shall prepare
and implement a Traffic Control Plan, which shall include such items
as traffic control requirements, resident notification of access closure,
and daily access restoration. The contractor shall specify dates and
times of road closures or restrictions, if any, and shall ensure that
adequate access will be provided for emergency vehicles. The Traffic
Control Plan shall be reviewed and approved by the County
Department of Public Works and shall be coordinated with the County
Sheriffs Department and the Montezuma Fire District if construction
will require road closures or lane restrictions.
Significance After Miti ag tion: Less than significant
g) Wildland Fire Hazards.
The project is in an area of mixed urban development and vacant land. As noted, high
hazard areas for wildland fires are the grass -covered areas in the east and the southwest
foothills portions of San Joaquin County, outside the City of Stockton. The project site is
not within these areas. Moreover, the project would replace existing vacant land with
residential development and pavement, thereby reducing the potential amount of area
subject to wildland fire. As such, the project would have no impact related to wildland
fire hazards. Refer to Section 3.20, Wildfire, for more detailed information on wildfires.
3.10 HYDROLOGY AND WATER QUALITY
Would the project:
a) Violate any water quality standards or waste discharge
requirements or otherwise substantially degrade surface or
ground water quality?
b) Substantially decrease groundwater supplies or interfere
substantially with groundwater recharge such that the project
may impede sustainable groundwater management of the
basin?
c) Substantially alter the existing drainage pattern of the site
or area, including through the alteration of the course of a
stream or river or through the addition of impervious
surfaces, in a manner which would:
i) Result in substantial erosion or siltation on- or offsite?
ii) Substantially increase the rate or amount of surface
runoff in a manner which would result in flooding on- or
offsite?
Less Than
Significant
Potentially with
Significant Mitigation
Impact Incorporated
Less Than
Significant
Impact No Impact
V
I/
Pock Lane Public Review Draft IS/MND 3-43 May 2022
