Mr. Sheldon Heckman, c/o Ms. rarna E. Herrigfeld - 2 - 19 August 2002
Herum Crabtree Brown, Stockton
Comments:
1. We concur with the recommendation to continue monitoring groundwater on a quarterly basis. Please
continue using the analytical suite presented in the Report, and work with the laboratory to achieve the
method detection limits equal to the lowest water quality numerical limits for applicable constituents of
petroleum fuel components presented in the attached memorandum(Attachment).
2. We do not concur with collecting one year of groundwater data prior to continuing the
characterization of the 1,2-DCA groundwater plume. Further, in October 2001,we requested an
additional investigation and established schedules for submittal of a Site Assessment Report (SAR) and
a Corrective Action Plan(CAP). In February 2002, we concurred with the Revised Site Assessment and
Remedial Feasibility Work Plan, which included: 1) a proposal to investigate soil vapor extraction
(SVE) as a remedial option, and 2) a revised SAR and CAP submittal schedule.
Regional Board staff visited the site to observe fieldwork(well installation) on 10 April 2002, and
discussed the document submittal schedule with AGE. The SAR was due on 31 July 2002, and the CAP
was due 15 August 2002.
By 15 September 2002 provide a Site Assessment Report that includes the results of the April 2002 soil
and groundwater investigation, the SVE feasibility study, and recommendations for the Corrective
Action Plan.
By 15 October 2002 provide a Corrective Action Plan.
Both the Site Assessment Report and the Corrective Action Plan should be prepared in accordance with
the outlines attached to our 1 October 2001 letter.
If you have any questions please contact me at (916) 255-3050 or bartonj0a 65s.swrcb.ca.gov.
?James L. Barton, R.G.
Associate Engineering Geologist
Attachment
cc: Mr. Michael Infurna, San Joaquin County Environmental Health Services, Stockton
Mr. Richard Calorie, Esq., Stockton
Mr. William Little, Advanced GeoEnvironmental, Stockton
