F4CCTE
December 31, 2003 BEYOND ENGINEERING
SA0122407
Phil Govea
Senior Engineer
Department of Public Works
City of Manteca
1001 West Center Street
Manteca, CA 95337
SUBJECT: SLUDGE DRYING BED SOIL EVALUATION WORK PLAN
Dear Phil:
On June 19, 2003, a Request For Information(RFI)was sent to the City of Manteca(City)by the
Regional Water Quality Control Board(Regional Board). The RFI includes a requirement to
evaluate the potential contamination of soil beneath the sludge drying beds. According to the RFI,
As part of the expansion, the sludge drying beds will be removed. Manteca must
evaluate the soils beneath the beds before closure of these sites to determine if
contamination exists prior to new construction on these sites. A plan for the
evaluation of the soils beneath the beds should be submitted to the Regional Board
for approval prior to closure of the beds.
It is our pleasure to provide to you this work plan for the collection, analysis, and reporting of
results of soil samples collected from below the sludge drying beds at the Manteca Wastewater
Quality Control Facility(WQCF).
Kleinfelder, Inc. has agreed to perform the soil sampling, which has been scheduled for the week of
January 5, 2004.
SOIL SAMPLE COLLECTION
Five soils will be collected from both the summer and winter sludge drying beds that will be
removed as part of the WQCF expansion. Two background samples will be collected from a field
to the east of the WQCF that has not had biosolids applied to it, for a total of twelve soil samples.
Soil samples will be collected from a depth of five feet below ground surface (bgs) at the
approximate locations shown in Figure 1.
NOLTE ASSOCIATES, INC.
1750 CREEKSIDE OAKS DRIVE, SUITE 200
SACRAMENTO, CA 95833-3648
916.641.1500 TEL 916.641.9222 FAX
W W W.N O LT E.COM NASA1224\Correspondence\sludge beds soil workplan.doc
