2012 TIDEWATER STOCKTON WORK PLAN FOR SEPARATE PHASE HYDROCARBON REMOVAL <br />AT THE WATERFRONT TOWERS PARKING LOT <br />____________________________________________________________________________ <br />1 <br />1.0 Introduction <br />Stantec Consulting Services Inc. (Stantec), on behalf of ConocoPhillips Company (COP) and <br />Chevron Environmental Management Company (CEMC), has prepared this work plan to <br />address separate phase hydrocarbons (SPH) removal at off-site to the former Tidewater bulk <br />fuel facility, L&M Operable Unit (L&M OU; the “Site”), located near the corner of North Lincoln <br />and West Weber Avenue in Stockton, California (Figure 1). The location of the proposed SPH <br />removal activities are north of the L&M OU in the Waterfront Towers parking lot, which is <br />managed by the Waterfront Office Towers Owners Association (WOTOA). <br />1.1 Site Description <br />The L&M OU is a portion of a larger parcel of land that the City of Stockton refers to as Parcel <br />2A. During a December 2, 2002 meeting with the California Regional Water Quality Control <br />Board (CRWQCB), Parcel 2A was divided into three Operable Units (OUs): the L&M OU; the <br />UOU; and the Morton-Alco OU (MOU). The L&M OU was established to direct investigations in <br />the area south of West Weber, west of the midline of the former Harrison Street, east of North <br />Edison, and north of former Main Street (Figure 1). This OU includes parts of the Delta View <br />Apartments. Based on historical use of the L&M OU, CEMC and COP (collectively “L&M <br />Group”) have been named as responsible parties. The UOU was established to direct <br />investigations from Weber Street south to the former Main Street and from the midline of the <br />former Harrison Street east to Lincoln Street. The MOU was established to direct investigations <br />from the middle of the former Main Street down to the southern boundary of Parcel 2A and from <br />the midline of the former Harrison Street east to Lincoln Street. The City of Stockton owns the <br />area known as Parcel 2A. Following various legal agreements, the City of Stockton <br />Redevelopment Agency (SRDA) has agreed to be responsible for assessment and cleanup <br />activities at the UOU and MOU. <br />The area of the Site where the proposed SPH removal remedial system is to be implemented is <br />the area located north of the L&M OU and Weber Avenue, south of the Stockton Deep Water <br />Channel, and west of the Waterfront Towers office buildings. A summary of previous <br />investigations at the Site and site-vicinity is provided in Appendix A. <br />1.2 Site and Vicinity Background <br />Historical usage of the Stockton area has been primarily industrial and residential since the late <br />1800s. Parcel 2A was primarily marshland until 1895, when the area was filled, apparently to <br />create more usable land for industrial use. By 1917, a network of railroad tracks had been laid <br />within the vicinity of the Site. At that time, portions of the Site and surrounding areas were used <br />to store bulk petroleum fuel products (Treadwell & Rollo [T&R], Volume II Site Characterization <br />Report, South Shore Parcels, Stockton, California, December 13, 1999). In 1917 Associated Oil <br />Company occupied a portion of the L&M OU, Standard Oil Company occupied a smaller portion <br />of the L&M OU, and Union Oil Company was situated to the east of the L&M OU. The Site was <br />occupied by lumber storage yards, a windmill and tank factory, and warehouses for grain <br />storage (Environmental Resolutions, Inc. [ERI], Off-Site Source Investigation, The Stockton <br />Group Property, West Weber Avenue and North Lincoln Street, Stockton, California, May 17, <br />2000). Southeast of the Site was once occupied by an additional lumber company.
