2012 TIDEWATER STOCKTON WORK PLAN FOR SEPARATE PHASE HYDROCARBON REMOVAL <br />AT THE WATERFRONT TOWERS PARKING LOT <br />____________________________________________________________________________ <br />6 <br />3.2 Permitting and Access Agreement <br />All necessary permits for system construction and operation shall be obtained prior to system <br />installation. Based on the selected remedial methods, the following construction and operating <br />permits may be required for the proposed system: <br />Required building, planning, and fire permits from the City of Stockton for the installation <br />of the equipment enclosure, electrical service, and process piping plumbing. <br />Pacific gas and electric (PG&E) service request for connection of electrical meter and <br />trenching services. <br />Encroachment permits for work performed in the City of Stockton right-of-way (PG&E) <br />from City of Stockton. <br />Additionally, access agreements with WOTOA property owners will be obtained as needed prior <br />to initiating construction activities. <br />3.3 Site Health and Safety Plan <br />As required by the Occupational Health and Safety Administration Standard “Hazardous Waste <br />Operations and Emergency Response” guidelines (29 CFR 1910.120), and by the California <br />Occupational Health and Safety Administration “Hazardous Waste Operations and Emergency <br />Response” guidelines (CCR Title 8, Section 5192), Stantec will create a site-specific Health and <br />Safety Plan (HASP) prior to the commencement of fieldwork. The HASP will be reviewed by <br />field staff and contractors before beginning field operations, and will be in the possession of <br />Stantec personnel while conducting work at the site. <br />3.4 Pre-Construction Activities <br />A construction bid package will be prepared, including the design drawings, technical <br />specifications, and general construction conditions to describe the type and extent of <br />construction activities to be performed. The technical specifications will address details of the <br />design not included in the design drawings, including the methods, engineering standards, and <br />materials which must be used by the contractor during construction. The general conditions will <br />present contractual language regarding the requirements. <br />The construction bid package will be distributed to a minimum of three qualified contractors with <br />experience performing similar projects. A bid walk will be performed to allow potential <br />contractors to view the site and direct questions to the design engineer regarding construction <br />specifications. Competitive bids will be procured from the qualified contractors and the client <br />will select a contractor based on the contractors' capabilities to perform the work and their <br />submitted bid cost. <br />Process equipment will be procured prior to construction based on the specifications prepared <br />during the design phase. Equipment delivery will be coordinated to meet the construction <br />scheduling needs of the selected contractor.
