SIDHU <br />5410 STAPLES WAY <br />LINDEN CA 95236-9556 <br />RE: 3032 East Waterloo Road, Stockton Site Code: 1758 <br />San Joaquin County Environmental Health Department (EHD) is the lead agency <br />providing the oversight of the investigation and cleanup of releases from <br />underground storage tanks (USTs) within San Joaquin County. EHD has a <br />contract with the California State Water Resources Control Board to conduct an <br />UST corrective action program. The above referenced site was placed in the <br />EHD Local Oversight Program (LOP) in February 1999. <br />On August 29, 2003, EHD was notified that two abandoned wells were found at <br />the August Elementary School located at 2021 Sutro Avenue, Stockton. The <br />school is north of your 3032 Waterloo Road site. The two school wells are <br />approximately 200 feet downgradient from your site. Free phase gasoline with <br />high MTBE concentrations (in excess of 100,000 ppb) has been documented in <br />the release area on site. EHD requested water samples be collected and <br />analyzed from the abandoned wells to determine if they had been impacted by <br />your release. <br />The two wells were gauged and only one was found to contain water. The other <br />well was dry. On September 4, 2003, the well containing water was sampled. <br />The ground water sample analytical result for MTBE was reported as1900 ppb. <br />The lateral and vertical extent of soil and groundwater contamination has not <br />been defined for your site. Three ground water samples were collected from <br />CPT-4 in the course of your investigation. CPT-4 is within 100 feet of the two <br />wells located at the school. The ground water sample results for MTBE from <br />CPT-4 were: 1500 ppb at 70 feet below ground surface (bgs), 2600 ppb at 90 <br />feet bgs, and 22ppb at 120 feet bgs. Based upon sample results from CPT-4 <br />and historical ground water flow direction, the MTBE contamination has migrated <br />from your site to the water wells at the school. <br />Please submit a work plan (WP) and a well destruction permit application to <br />destroy the impacted wells at the school immediately.
