EHD has a <br />contract with the California State Water Resources Control Board to conduct an <br />UST corrective action program. The above referenced site was placed in the <br />EHD Local Oversight Program (LOP) in February 1999. <br />On September 20, 2001 EHD sent you a directive letter. The letter required you <br />to: perform additional soil and groundwater investigation to define lateral and <br />vertical limits of contamination caused by your unauthorized release; to perform <br />interim groundwater remediation to remove free phase petroleum hydrocarbon <br />(FPH) and gain hydraulic control of the plume to limit its migration; and, to <br />sample an off site irrigation well that is located within 200 feet of the FPH. <br />EHD has received and reviewed reports prepared and submitted by your <br />consultant Advanced Geo Environmental. The reports contain soil and <br />groundwater results from: three additional multilevel monitoring wells recently <br />installed; the four shallow monitoring wells (MW) installed in February, 2000; and <br />the irrigation well owned by Mrs. Bresciani at 1904 Sutro. Multilevel MW #8 <br />installed off site, within 30 feet of the Bresciani well, contains gasoline <br />constituents. The results from the Bresciani irrigation well were below detection <br />limits for gasoline constituents. <br />To prevent migrating contaminants from entering the irrigation well which could <br />result in further vertical distribution, you are directed to properly destroy the <br />Bresciani irrigation well. Submit a well destruction proposal, permit application, <br />and a permit fee to EHD by April 15, 2002. Because public water is now available <br />to the property at 1904 Sutro and the well is no longer used by the owners, well <br />replacement is unlikely and not recommended by EHD. When the well <br />destruction proposal is approved and the permit has been issued, the proposal <br />must be submitted to the Cleanup Fund for cost preapproval.
