PHS/EHD has a contract with the California State Water Resources <br />Control Board to conduct an UST corrective action program. The above <br />referenced site was placed in the PHS/EHD Local Oversight Program (LOP) in <br />February 1999. <br />Four monitoring wells (MWs) and several cone penetration test (CPT) borings <br />have been completed at this site. Free phase petroleum hydrocarbon (free <br />phase) has been evidenced in existing on site monitoring wells near the former <br />USTs. MW#2 has contained as much as five feet of free phase with <br />concentrations of methyl-tertiary butyl ether (MTBE) as high as 310,000 parts <br />per billion (ppb). The lateral and vertical extent of contamination has not been <br />defined in the soil or the groundwater. <br />Further investigation must be performed to define the limits of soil and <br />groundwater contamination. Upon completion of the soil and groundwater <br />assessment and a remedial feasibility study, a Corrective Action Plan (CAP) <br />must be developed and implemented. Even though the assessment and <br />feasibility study are not yet completed, as required by California Code of <br />Regulations Title 23, Division 3, Chapter 16, Section 2655, the owner or operator <br />shall remove free product to the maximum extent possible. A removal schedule <br />should be submitted to PHS/EHD immediately and the removal results must be <br />included in quarterly monitoring reports. PHS/EHD recommends investigating <br />groundwater extraction as an interim remedial action to remove free phase and <br />gain hydraulic control of the plume. <br />A privately owned irrigation well is located within 200 feet of the free phase that <br />has been documented in the groundwater at your site. The well is owned by <br />Laura Bresciani and is located at 1912 N. Sutro Avenue. The groundwater in the <br />well may be contaminated by the gasoline release from your site. This well must <br />be sampled immediately. If TPH-gasoline, BTEX, or MTBE are present in the <br />well, the well must be destroyed under PHS/EHD permit and inspection. <br />A Division of San Joaquin County Health Care Services
