WATERLOO ROAD, STOCKTON, SAN JOAQUIN
COUNTY, CASE# 390992
Central Valley Water Quality Control Board (Central Valley Water Board) staff reviewed the
following documents, submitted on your behalf by Advanced GeoEnvironlental Inc. (AGE) for
the Waterloo Food & Fuel unauthorized petroleum release at 3032 E. Waterloo Road in
Stockton (Site):
• Semi-Annual Groundwater Monitoring Report- Third Quarter 2018 (3Q18 GMR),
dated 16 November 2018; and
• Additional Site Assessment Work Plan (Work Plan), dated 9 January 2019.
The Work Plan was submitted to complete the scope of work discussed and agreed upon in
a 4 October 2018 phone conference with yourself, Mr. Brian Millman and Mr. Tim Cuellar of
AGE, and Central Valley Water Board staff. A summary of the outcome of this meeting has
been uploaded to the GeoTracker database.
In the Work Plan, AGE proposes to advance seven soil borings to assess current petroleum
hydrocarbon concentrations near historical sampling locations and to assess Site conditions
for comparison to the State Water Resources Control Board's Low Threat Underground
Storage Tank Case Closure Policy(LTPC). AGE also proposes to install two soil gas wells,
one near the school property to the north, and one near the residential properties to the
south.
Following discussions between Mr. Brian Millman of AGE and Central Valley Water Board
staff, on 25 January 2019 AGE submitted via email a revised Site Map figure (Revised
Figure) showing revised locations for the proposed soil gas wells, and indicated that the soil
gas well construction would be consistent with the construction proposed in the Work Plan.
KARL E.LONQLEV$CD, P.E.,CMAIR I PATRICK PULOPA,ESO..r:xFr U71VE OFFICER
11020 Sun Con[er Drive 0200,Rancho Cordova,CA 95670 1 www.waterha ards.ca.govlcentraly alley
Ir V RE CYCL E0 PIPER
