Waterloo Food & Fuel - 2 - 28 January 2019
3032 E Waterloo Avenue
Stockton, San Joaquin County
The location of soil gas well near the school remained as originally proposed, however, the
location of the southern soil gas well was moved onto the southernmost edge of the Site
property, adjacent to the residential properties to the south.
The complete scope of work proposed in the Work Plan and the Revised Figure and email is
as follows:
Boring/Well Total Screen Sand Pack Soil Sampling Soil Gas
Depth Interval Interval Depth Analysis Sampling
ftb s ftb s ftb s ftb s
TPHg, BTEX, MTBE,
7 On-Site 10 -- -- 5, 10 naphthalene, TBA,
Borings DIPE, ETBE, TAME,
EDB, 1,2-DCA
1 Soil Gas Well TPHg, BTEX,
near school MTBE, TBA,
1 Soil Gas Well 6.5 5.9-6.1 5.5-6.5 -- __ DIPE, ETBE,
TAME, EDB,
near adjacent 1,2-DCA,
residences oxygen, IPA
TPHg=total petroleum hydrocarbons as gasoline; BTEX=benzene,toluene,ethylbenzene,xylenes; MTBE=methyl tert butyl ether;
TBA=tent butyl alcohol; DIPE=di-ispropyl ether;ETBE=ethyl tert butyl ether;TAME=tert amyl methyl ether; EDB=ethylene
dibromide; 1,2-DCA=1,2-dichloroethylene; IPA=isopropyl alcohol;ft bgs=feet below ground surface
In the 3Q18 GMR, AGE provides additional information requested by Central Valley Water
Board staff related to the contents and removal history of the former Site USTs. AGE states
that the contents of former USTs T5 and T6 were not unknown, but that they contained
gasoline. Additionally, AGE addresses the possibility that a 71h UST remains in the ground
beneath the Site. AGE states that the only historical references to a 71h UST occurred prior
to the removal of T5 and T6, which were unknown at the time, and that the 71h UST was likely
one of these tanks and thus no 7th tank exists. In the Work Plan, AGE cites this reasoning
and does not propose soil sampling near T5 and T6 as requested. Central Valley Water
Board staff concurs that no further soil sampling near T5 and T6 is required at this time.
Central Valley Water Board staff concurs with the scope of work proposed as detailed in the
table above. In their 19 January 2018 Revised Work Plan Addendum, AGE proposed a
advancing five cone penetration test (CPT) borings to delineate the extent of hydrocarbon
impact to groundwater, and Central Valley Water Board staff concurred with this scope of
work in a 7 February 2018 letter. However, in the 4 October 2018 phone call with AGE and
Central Valley Water Board staff, it was agreed that the completion of the CPT borings could
be deferred and completed along with the scope of work discussed above. As such, by
24 May 2019, please submit a Site Assessment Report detailing the completion of the scope
of work discussed in this letter and the CPT borings discussed in the 7 February 2018 letter,
and the resultant findings. A copy of the February 2018 letter is included with this letter.
