Cuellar; Onkaar Dhaliwal
Cc: Flower, Chris@Waterboards
Subject: Waterloo F&F, 3032 Waterloo Rd, Stockton -4 Oct 2018 Project Discussion Summary
Brian/Tim/Onkaar—
Thanks for your time this morning to discuss your project with us. Below I have provided a summary of the items we
discussed, and what I would like to see moving forward.
I. ADDITIONAL INFORMATION:
1. Upon my review of historical data/documents, I found some informational gaps in Regional Board
files. Please address the following in the 3Q18 GMR.
a. The location of Tanks#5 and #6 (unknown volume/contents), which were discovered
during removal of fuel tanks T-1 thru T-3.
i. Locations of these tanks are not shown on recent figures, and a report of their removal
has not been found.
b. Records indicate that a 7t"tank of unknown volume/contents remains in-place at the Site,
though the location of the tank is not shown on recent figures. The status of the tank also
remains unknown (was it properly abandoned?)
c. Records refer to up to 6 inches of Free Product in MW-2, and lesser amounts in MW-1 and MW-
3,though I have found no FP measurement data nor discussion of removal efforts.
d. The locations of remedial wells VW-1, VW-2A/B,VW-3A/B are unknown. They are not shown on
recent figures, and a report of their installation has not been found.
e. Construction details for ALL Site wells, including remedial wells.
11. SCOPE OF WORK:
1. Delineation of the extent of hydrocarbons in groundwater. Of most concern is the fate of MTBE moving
downgradient.
2. Shallow soil assessment is needed in order to address the following:
a. Soil between 0-5 and 5-10 ft for comparison to Direct Contact &Outdoor Air Exposure
criteria.
i. Including confirmation sampling near piping samples that exceed thresholds (PL-2 thru
PL-6; 1999).
ii. To include PAHs near the WOT and unknown Tanks#5,#6, and #7
b. Per the 16 Apr 2004 Appendix A, Tri-Regional Board Staff Recommendations for Preliminary
Investigations and Evaluation of Underground Tank Sites, the following soil analysis is needed
near the WOT and unknown Tanks#5,#6, and #7:
i. TPHg,TPHd,TOG,full-scan VOCs&SVOCs, PCBs, and Title 22 metals.
3. While on-site portion of the Site meets the LTCP Petroleum Vapor Intrusion exemption as an active
petroleum fueling facility, the criteria are not met for nearby off-site residential and school properties.
a. Residential located directly south of the Site.
b. School located north of the Site across Waterloo Rd.
4. Any possible remediation can be deferred at this time to allow for focus on assessment, though re-
evaluation of the need for remediation may be required in the future.
Ill. REGIONAL BOARD REQUESTS:
1
