Chisman Road <br />Tracy, CA 95376 <br />INCOMPLETE REPORT OF WASTE DISCHARGE, REQUEST FOR ADDITIONAL <br />INFORMATION, CASTELLO ESTATES, TRACY, SAN J0.-IQUIN COUNTY <br />I have reviewed your Report of Waste Discharge (RWD) received on 7 April 2000 regarding the <br />residential development called Castello Estates Subdivision and determined additional <br />information is required. This letter provides information on anticipated provisions for the Waste <br />Discharge Requirements (WDRs) and requests additional information necessary to complete the <br />RWD. The RWD must address all items listed on the enclosed sheets entitled "Additional <br />Information Requirements" and must be prepared under the direct supervision of a registered <br />engineer. The submittal shall be presented in a unified report prepared by the engineer. <br />The Form 200 submitted with the 7 April 2000 submittal was signed by the developer's <br />consultant, which is unacceptable. The signatory requirement is described in the attached <br />instructions. Please resubmit the Form 200 with an appropriate company officer signature. <br />The wastewater treatment system described is a return activated sludge (RAS) treatment system <br />followed by denitrification, ozone disinfection, and disposal of effluent in a computer controlled <br />subsurface leachfield. The leachfield is located between a sound wall and a railroad right of way. <br />Wastewater will be generated in 83 single family homes, each with three or four bedrooms. <br />Reclamation of treated wastewater is not proposed. Elevated nitrate concentrations in <br />groundwater have been documented in the area. To prevent further groundwater degradation, <br />denitrification of wastewater is required. <br />The following standard requirements will be included in WDRs for this facility. <br />Groundwater depth and quality will be monitored by groundwater monitoring wells <br />installed at the effluent disposal area. W.D.O., Inc. will be responsible for installation of <br />the wells; these wells must be installed and sampled prior to discharge of wastewater to <br />the disposal area. Please submit a groundwater well installation workplan, consistent with <br />the attached guidance document.
