Mr. Dave Olmstead 2 17 May 2000 <br />A polishing pond is typically required for subsurface disposal of effluent from a package <br />treatment plant. As described, the pond does not appear to be included. In addition, a <br />typical discharge specification requires a minimum concentration of 1.0 mg/I dissolved <br />oxygen in all ponds; the system tedmical description states 0.5 mg/1 dissolved oxygen will <br />be maintained. <br />W.D.O., Inc. will be required to monitor the water quality of the wastewater effluent on a <br />monthly basis; groundwater quality will be monitored on a quarterly basis. The water <br />balance and pond designs for the subsurface disposal system must consider the capacity to <br />accommodate allowable wastewater flow, design seasonal precipitation, seasonal ancillary <br />inflow, and infiltration during the wet season. Design seasonal precipitation shall be <br />based on total annual precipitation using, a return of 100 years, distributed monthly in <br />accordance with historical rainfall patterns. <br />W.D.O., Inc. will be required to submit an Operation and Maintenance Plan prior to <br />operating the system. The plan must be prepared under the supervision of a registered <br />engineer. <br />Limits will be set for the quality of wastewater effluent to prevent further degradation of <br />groundwater quality in the area. <br />We have not specified a due date for the updated RWD. You may submit it at your convenience, <br />but please note that it can take up to four months from receipt of a complete RWD to adoption of <br />WDRs, and that no discharge of wastewater to the system will be allowed until WDRs are <br />adopted. <br />Please call me at (916) 255-3116 if you have any questions regarding this request for additional <br />information. <br />TIMOTHY R.
