Wilson Way
Stockton, CA., 95205
FILE COPY
JAN 2 c
Site Code: 1304
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has reviewed the
soil sampling data received on January 7, 1999 from Foothill Engineering and has the following
comments.
The report was missing several items. At a minimum, the chain of custody, laboratory Quality Assurance-
Quality Control (QA/QC) data, a brief site history, and a narrative of the work performed is to be included
in all reports that contain professional evaluations and opinions. Please ensure that all reports of findings
for any underground storage tank (UST) investigation include the items listed in the "Tr-Regional Board
Staff Recommendations for Preliminary Evaluation and investigation of UST — Appendix A-Reports." All
work plans submitted should also follow the format included within Appendix A. Please have your
consultant submit the laboratory QA/QC and the chain of custody for the over-excavation soil samples
immediately.
Due to the levels of petroleum discovered during the December 10, 1998 over-excavation activities,
further investigation is required at this site. The extent of contamination is to be delineated in both the
vertical and lateral dimensions. Due to the proximity of the contaminated soil to the seasonal high
groundwater at this site, a groundwater investigation is also warranted.
A work plan to define the vertical and lateral extent of the contamination at this site that includes
the collection of soil and groundwater samples is to be submitted to PHS-EHD by March 30, 1999.
Please submit all reports, work plans, and any correspondence to Michael Infurna and you may contact
him at (209) 468-3454 should you have any questions.
Donna Heran, REHS, Director
Environmental Health Division
‘--TY .)
Margaret Qagorio, REH
.
S
Supervisor
Michael J. lnfurna Jr., Senior REHS
LOP / Site Mitigation Unit IV
MI/
c: CVRWQCB — Mark List, Sacramento
c: SWRCB — Sandy Gill
c: Foothill Eng. — Ervin Rifenburg, 12793 Paddy Creek Ln., Lodi, 95240.
A.
