Our closure review was completed on <br />16 November 2012. Well destruction and treatment system decommissioning are <br />required prior to issuance of the No Further Action Required letter. Note that the prior <br />Well Destruction Work Plan received on 29 May 2012 from your consultant Advanced <br />GeoEnvironmental Inc. (AGE) did not include all of the wells or treatment system <br />decommissioning, and was not implemented due to insufficient time to schedule the <br />work after receiving additional State funds in late June 2012. Those State funds expired <br />1 July 2012, and subsequently in July 2012, $25,000 in State funds was allocated for <br />your site for FY2012/2013. It is our understanding that you do not have sufficient <br />resources to destroy all of the wells at this time, as presented in AGE email and oral <br />communications to me, and that additional State funding has been delayed until an <br />unspecified date after 1 January 2013, per the 24 October 2012 email from the State <br />Water Resources Control Board, Underground Storage Tank Cleanup Fund (Fund) to <br />all Fund participants concerning all budget revision requests to FY2012/2013 funding. <br />Therefore, you are to submit an updated well destruction and treatment system <br />decommissioning work plan (Workplan) with a schedule for the work by <br />30 January 2013. After my review and approval of the Workplan, you will have <br />90 days to complete the work or 15 days to provide a rational for an extension <br />with a schedule if unable to meet the 90-day deadline.
