The Workplan proposes to destroy all
remediation wells and some monitoring wells not needed for the evaluation of no further
action determination for your site. A closure report is pending submittal at this time.
Thirty four (34) soil vapor extraction wells (VW-1A to VW-15A, and VW-1B through
VW-19B), fourteen in situ air sparging wells (IAS-1 through IAS-14), and one extraction
well (EW-1), constructed in known contaminated soil and groundwater, will be over-
drilled to a depth of one foot deeper than the installed depth of the well by an 8.5 inch
Hollow Stem Auger drill rig, and grouted per San Joaquin County Environmental Health
Department (SJCEHD) Permit Requirements/County Well Standards. Off-site
monitoring wells MW-4 and MW-29 (no known contaminants across Wilson Way) and
on-site non-impacted wells MW-10 through MW-14 and MW-21 will be pressure grouted
per SJCEHD Permit Requirements/County Well Standards. A well destruction report
will be submitted upon completion of the work and proper disposal of soil cuttings.
Please note that requests for well destructions prior to formal Regional Water Board
staff evaluation of a site for no further action are considered on a case by case basis.
While I approve the well destructions by the well designations above, the SJCEHD has
recently determined that pressure grouting is allowable under a limited set of
circumstances and, as the permitting agency, they haVe the final say in approving
methods for well destruction.
