INTRODUCTION <br />This Safety Standard Operating Procedure (SSOP) is prepared in accordance <br />with guidelines presented in the MARK Draft Health and Safety Policy for <br />use in Project 86-1114.10, Arcady Site for SPPL. This SSOP applies to MARK <br />field activities including but limited to soil drilling and sampling, <br /> <br />monitoring well installation, and groundwater sampling. For all field <br />activities, SPPL's requirements for contractors also applies. <br />The general objectives of the MARK field activities are to: <br />drill and sample soil borings, <br />drill and sample groundwater monitoring wells, <br />conduct other subsurface exploration or field tests as necessary. <br />HAZARD ASSESSMENT <br />There are areas within the Arcady site that may contain diesel, JP4 and/or <br />gasoline in the soil and/or floating on the water table. Areas of the site <br />are known to have occurrences of metals (in particular arsenic and lead) <br />in the soil and groundwater. <br />With respect to refined product or other flammable materials in the <br />subsurface, safety is a primary concern during drilling operations and <br />every precaution will be taken to minimize the chance of fire or explosion. <br />Before any drilling begins, each area will be checked to assure that no <br />underground lines might be hit. <br />( During the drilling and development operation, some of the hydrocarbons <br />encountered in the aquifer are forced to the surface and may present a <br />hazard. Any machinery capable of producing heat or a spark that might <br />ignite flammable vapors will be kept upwind and as far removed from the <br />well as possible. The _drilling rig will be grounded to prevent the <br />possibility of static electricity producing a spark. Smoking will be <br />prohibited within the area surrounding the well, and fire extinguishers <br />approved for use on petroleum fires will be available. Smoking will only <br />be allowed in SPPL approved areas. Air rotary drilling of wells will not <br />be allowed, especially in areas of heavy accumulations; the injection of <br />air into the hydrocarbons present can produce an extremely flammable <br />mixture. <br />When conducting field operations (drilling, sampling water or soil, <br />excavations, etc.) in the vicinity of the aforementioned wells, a HNu gas <br />analyzer will be used to monitor organic vapors. <br />SAFETY REQUIREMENTS <br />All drilling and sampling operations will require, at a minimum, Level D <br />protective equipment. Level D protection is primarily a work uniform and <br />should consist of the following: <br />nir;
