The Regional Water Quality Control Board (RWQCB), as the lead agency, <br />requested that SPPL prepare a Work Plan to identify the extent of petroleum <br />product migration and the nature of proposed remedial actions. The MARK <br />Group was asked by SPPL to prepare the Work Plan and submit this document <br />to the RWQCB on their behalf. <br />-2- <br />I1M
